2. The framework, built

4. The clock

Claim: "The clock warns, not the chairman." Every window counts from the request: 6 weeks to decide whether to assess (Reg 5), 16 weeks to say whether a plan will be issued (Reg 10), 20 weeks to the final plan (Reg 13(2)), with 15 calendar days to comment on the draft.

6. The fast lane

Claim: the fast lane is what the plan does while the plan is being written.

Look at: outcome E1, "Brian eats breakfast and a hot lunch on every changeover day." runs in the immediate lane — tomorrow morning. Its receipt: A named adult ticks both meals on each changeover day, or that day warns.

A person arranges this. Nothing is ordered automatically. The tick arrives through ehc:meal-served, signed in as the adult who saw the meal served; an agent caller is refused.
