Stories A promise's telling

EHC

A young person's EHC plan runs from the first request to a lawful close with every duty on one clock, every read receipted, every outcome attributed, and the record in their own hands when it ends.

The seven beats

World
Groups — a case is a group: a child or young person aged 0 to 25 with SEND, and the professionals around them.
Cast
Actors — the young person, their parents, the school and the council officer, beside nine agents that each hold one domain.
Knock
signal — ehc:request, one signal, and the six-week decide window starts.
Want
Things — one record every professional feeds and reads, one clock, his words first, every duty on the record until it is met.
Way
Paths — the duty primitive, the vantage, the mirror and the derived workflow; a met duty marks its path, a breach warns it.
Turn
Events — the plan closes because it worked: the notice reaches him on time, with his right of appeal, and the record goes with him.
Lesson
Learning — open until someone has learned it; the promise names what a closed plan teaches the next one.

This story carries its beats but no written telling yet — text/ehc.md has no “The story” section.
