Brian is an avatar. The plan around him is illustrative; the education he describes in Section A is his own.The plan has run ten years and is proposed for cease. Two sections of his own record still have to reach him, and that happens tomorrow.

Section A — Views, interests and aspirations

ehc-cyp-voicerecorded 2026-09-08

Brian, in his own words, recorded at his review on 2026-09-08 and written down as he said it: "My name is Brian. I'm twenty. I didn't take the usual school route. I homeschooled myself, sat the GED instead of the regular Thai exams, got into Payap University, and then into Chiang Mai University. I'm reading economics at CMU — how markets work, how value moves, who gets left out when the system is opaque. What pulled me further in is the layer under the apps: blockchain, and what people call the next generation of the web — the one built so agents can act, settle, and hand work to each other without a person disappearing at every handover. I want to understand that stack the way I understand a balance sheet: incentives, settlement, identity, and who holds the keys. Economics gave me the questions; this is where I think a lot of the answers are moving. What I want on the record is this: the path was mine. I chose how I learned and I chose what I'm studying — economics, and the blockchain web that agents will run on. I still care about clear plans and people who don't disappear at the handover. I want my own plan to talk to adult services, not a file someone closed because I had a birthday." NOT PARAPHRASED. Brian convened this review himself and gave this statement first.

Qualifying need

Social, emotional and mental health needs affecting attendance and access to learning — the need that qualified him at ten. At twenty the council's view is that he no longer requires special educational provision to be maintained by a plan (CFA 2014 s.45), having regard to outcomes that have been achieved. The plan is proposed for cease, with the right of appeal to the SEND Tribunal.

Not waiting for the plan

Every other outcome is gated on the final plan. These are not. A person arranges this. Nothing is ordered automatically.

Brian’s story in care

Brian holds his own complete copy of his record before the plan is ceased.

Worked by Jo — Early Help family support worker — record closed 2018. Agents and humans work together to fulfil statutory processes: ehc-social-worker drafts for them and decides nothing.

Nothing is filed under Section D or Section H of this plan, so there is no picture of this part of Brian’s life here. That is what the record holds, not a page that failed to load — and the images under another section are not evidence of this one.

Section D — Social care needs relating to SEN

Not written for this view

Social care needs relating to SEN is part of the professional record, held by Social care. A version written for this reader has not been added yet, so it is not shown here. Ask the person who holds it what it says.

Outcomes this provision serves

from Section E

An outcome is here because a Section H provision is named as delivering it. Outcomes served by another section appear on that tab.

Section H — Social care provision

ehc-social-worker edited 2026-09-12

DELIVERED, AND CLOSED. A breakfast club place and a guaranteed hot lunch ran on every changeover day for two years. Handovers moved off the school gate to a neutral point in 2017 and stayed there. A parenting-through-separation course was taken by each parent separately, 6 sessions each. When his mother and father divorced, Brian was very hurt. He had a therapist to help him through it. Independent-living preparation ran through his teens: budgeting, cooking, travel, and managing his own appointments. He does all four without support now. Nothing further is proposed.

The conversation about this

Sections D and H are held by ehc-social-worker. The chat rail on this page is scoped to this tab, so a question asked here is a question about care.

The meeting room opens at the top of the agenda, not at Section D — its agenda rows carry no anchors yet, and its controls are not live.

What was said about it afterwards

Not part of the statutory plan. Kept with it because a record that holds only what professionals wrote down is missing most of what happened.

Tony

Dad

He used to play football. Before his leg, that is what he did — barefoot on the sand, a ball at his feet, every day it was not raining. Afterwards he was at home in bed a lot, and he played games instead. One day I found a run of Apple payments on my card. It was connected to his iPad. Robux: four lots of 800, ฿349 each time. I asked him what he had spent them on. One of them was a hat. So I asked him what the hat does — does it give you some kind of magical powers? He said: “No. Just a hat.” I was not angry. Apple gave the money back, and he still got to keep what he had bought. And I understood it later than I should have. On that platform the avatar is how you are seen, and being seen is how you have friends. He made friends there he kept for life.

I was homeschooling him for a while. Everything was very free and experimental. He told me what he was interested in and I showed him where to find learning activities he could undertake. He chose the direction he took by himself. There were no rules except that he had to read books and watch videos, and every day he had to write down what he learned. He read at the beach, mostly. Learning and thinking about the world. One day this is what he wrote down. It is in the locker now, in his handwriting: how to calm your mind, how to train it, how to have an extraordinary one. How to make a dent in the universe. The true meaning of god. How to break free of a rule that holds you back. He was maybe eleven.

From the inside out

Everyone around me

3 of the ten readings take in every section of this plan as the professional record. Brian reads 7 of 9; 2 sections are held back from him.

Each row is one way of reading this plan and each square is one section — A, B, C, D, E, F, G, H, I. The squares say whether that reading gets the professional record, a version written for that reader, or nothing at all. They never show what is in a section, including the ones held back from Brian.
