Brian is an avatar. The plan around him is illustrative; the education he describes in Section A is his own.The plan has run ten years and is proposed for cease. Two sections of his own record still have to reach him, and that happens tomorrow.
Section A — Views, interests and aspirations
ehc-cyp-voicerecorded 2026-09-08
Brian, in his own words, recorded at his review on 2026-09-08 and written down as he said it:
"My name is Brian. I'm twenty. I didn't take the usual school route. I homeschooled myself, sat the GED instead of the regular Thai exams, got into Payap University, and then into Chiang Mai University. I'm reading economics at CMU — how markets work, how value moves, who gets left out when the system is opaque.
What pulled me further in is the layer under the apps: blockchain, and what people call the next generation of the web — the one built so agents can act, settle, and hand work to each other without a person disappearing at every handover. I want to understand that stack the way I understand a balance sheet: incentives, settlement, identity, and who holds the keys. Economics gave me the questions; this is where I think a lot of the answers are moving.
What I want on the record is this: the path was mine. I chose how I learned and I chose what I'm studying — economics, and the blockchain web that agents will run on. I still care about clear plans and people who don't disappear at the handover. I want my own plan to talk to adult services, not a file someone closed because I had a birthday."
NOT PARAPHRASED. Brian convened this review himself and gave this statement first.
Qualifying need
Social, emotional and mental health needs affecting attendance and access to learning — the need that qualified him at ten. At twenty the council's view is that he no longer requires special educational provision to be maintained by a plan (CFA 2014 s.45), having regard to outcomes that have been achieved. The plan is proposed for cease, with the right of appeal to the SEND Tribunal.
Not waiting for the plan
Every other outcome is gated on the final plan. These are not.
A person arranges this. Nothing is ordered automatically.

Each stage names what the council must do and by when. Four of the eight carry a statutory week; the rest are the life of the plan after it is written.
Brian lives independently and manages his own health and money.
Worked by Dr Okonkwo — GP · Nurse Adeyemi — Practice nurse at Dr Okonkwo's surgery · Adult orthopaedic team — Adult follow-up after the leg operation. Agents and humans work together to fulfil statutory processes: ehc-doctor drafts for them and decides nothing.

TWO EPISODES, YEARS APART, AND THE SECOND IS A CONSEQUENCE OF THE FIRST — not a recurrence. The tumour was found when Brian was small. It was BENIGN, and it was removed; the cast in the evidence locker is from that operation.
The bone it had grown in was left weakened, and years later that is what needed fixing. Imaging on 31 January 2018 at Mongkutwattana Hospital; surgery, and a post-operative study on 11 June 2018 at Chulalongkorn Hospital showing his right femur carrying a plate and screws. He was eleven — two years into this plan, not before it.
He recovered. Walking distance, stairs and running were limited for a long time and he tired by the afternoon; the hospital team followed him up for years and discharged him to annual review.
WHAT IT COST HIM, WHICH IS NOT A MEDICAL FACT AND BELONGS IN A HEALTH SECTION ANYWAY: he played football. That was the thing he did — barefoot on the sand, most days. After the leg he was at home in bed a great deal, and he played games instead. The friendships moved with him: the ones he kept were made online, and he kept them. A health section that recorded the stairs and the stamina and not this would have recorded the restriction and missed the loss.
At twenty he walks a campus, manages his own appointments, and registers his own consent. He tires on very long days and plans around it. There is no current health need that restricts his access to education. The adult follow-up that remains is orthopaedic surveillance, which is his to attend and his to decline.

DELIVERED, AND HANDED OVER. Physiotherapy ran as set by the hospital team, with a school-based exercise plan the class teacher followed and adapted PE until he was cleared. School nurse checks ran 6-weekly on recovery, pain and wellbeing. Eight sessions with the mental health support team ran at 45 minutes weekly in 2017. All of it has ended by completion, not by lapse. What continues is adult orthopaedic surveillance, which sits with adult services and not with this plan.
The inpatient episode is evidenced by photographs his father kept: the ward, the traction frame, and a nurse at the bedside. They are not clinical records and are not offered as any; they are what a family has when a hospital has the rest.

Sections C and G are held by
ehc-doctor. The chat rail on this page is scoped
to this tab, so a question asked here is a question about health.
Not part of the statutory plan. Kept with it because a record that holds only what professionals wrote
down is missing most of what happened.

He used to play football. Before his leg, that is what he did — barefoot on the sand, a ball at his feet, every day it was not raining. Afterwards he was at home in bed a lot, and he played games instead.
One day I found a run of Apple payments on my card. It was connected to his iPad. Robux: four lots of 800, ฿349 each time. I asked him what he had spent them on. One of them was a hat. So I asked him what the hat does — does it give you some kind of magical powers?
He said: “No. Just a hat.”
I was not angry. Apple gave the money back, and he still got to keep what he had bought. And I understood it later than I should have. On that platform the avatar is how you are seen, and being seen is how you have friends. He made friends there he kept for life.

I was homeschooling him for a while. Everything was very free and experimental. He told me what he was interested in and I showed him where to find learning activities he could undertake. He chose the direction he took by himself. There were no rules except that he had to read books and watch videos, and every day he had to write down what he learned.
He read at the beach, mostly. Learning and thinking about the world.
One day this is what he wrote down. It is in the locker now, in his handwriting: how to calm your mind, how to train it, how to have an extraordinary one. How to make a dent in the universe. The true meaning of god. How to break free of a rule that holds you back. He was maybe eleven.

3 of the ten readings take in every section of this plan as the professional record. Brian reads 7 of 9; 2 sections are held back from him.
Each row is one way of reading this plan and each square is one section —
A, B, C, D, E, F, G, H, I. The squares say whether that reading gets the
professional record, a version written for that reader, or nothing at all.
They never show what is in a section, including the ones held back
from Brian.
