Route a tagged signal to THE handler via the ladder: learned tag-node path (follow_route) → staked subscribers (reputation-ranked) → CEO standing workflow; marks the delivery path so the next route is smarter. reply:true also invokes the resolved actor and returns its answer inline. decide:true instead answers the deterministic verdict { receiver, rung, reason } (reason: highway|classified|ceo) from the learned lane — a pure read, zero side effects, zero tokens; TypeQL twin: route_verdict (migration 0043)
